INDONESIA PREPARES FOR UN SECURITY
COUNCIL PRESIDENCY
Indonesia as Non Permanent Member of
the United Nations Security Council (UNSC) period 2007-2008, starts
its term for the UN Security Council’s Presidency on November 2007.
Indonesia will use its Presidency (it also held its UNSC Presidency
in 1996) to show the progress and changes it has been achieved on
its role in promoting world‘s peace and security.
The main mandate of the President of
the Security Council is to serve and facilitate as well as to bridge
the interest of all UNSC member countries to reach consensus and to
produce positive and practical resolutions. Therefore, this
Presidency’s mandate should be carried out proactively and prudently
to ensure that every discussion on the issues discussed in UNSC is
proceeded with full awareness and appreciation, so that it will
bring good quality resolution that can answer the problem according
to the reality on the ground.
In order to overcome challenges on the
UNSC’s role that has been widely criticized as only able to deliver
resolution without action and clear outcomes, Indonesia will try to
focus on the quality rather than the quantity of the outcomes that
will be produced by UNSC during Indonesia’s presidency.
Within the period of January – October
2007, each of the UNSC Presidents, except the US and China, has
initiated the open debate on the Ministerial level with specific
thematic issues (during its presidency, Slovakia initiated Open
Debate on Security Sector Reform (SSR)).
Through this thematic debate hopefully
it will create a mechanism that can ensure the continuity of the
discussion without necessarily limited by Indonesia’s Presidency in
the UNSC. Besides that, the most important thing is to produce
concrete and viable outcomes such as in the form of Presidential
Statement.
In this regard, Indonesia is preparing
to introduce the thematic issue about the role that can be played by
regional organization in maintaining international peace and
security. The improvement in the role of regional organization, in
the context of Chapter VIII of the UN Charter, can reduce the burden
of the UN in maintaining international peace and security and at the
same time reducing the disparity between international consensus and
regional reality.
Regarding this regional organizations’
role, Indonesia will bring the perspective from the Asia-Pacific
region. Therefore in its national capacity as the member of the UNSC,
Indonesia will present its exposition on the Asia Pacific
perspective on the debate, including lesson learned and best
practices from ASEAN.
Open debate can also be used as an
opportunity for the UNSC’s member countries, regional and sub
regional organizations to share their experiences how to improve
cooperation between the UN and those regional organizations.
Therefore we can expect the result will be more concrete and
different from the deliberation of the similar themes that have been
brought up during the previous UNSC open debates.
In its concept paper, Indonesia will
raise the issues of preventive diplomacy, sharing of norms, conflict
resolution, institution building, regional order in the making,
regional peacekeeping and confidence building measure by taking into
consideration the experience of CBMs in South China Sea and Straits
of Malacca.
Presidential statement produced can
contain the best practices in the role and cooperation between
international organizations and the role of the UN for international
peace. In this regards, ASEAN can be emphasized as regional order
which is quite successful in giving real contribution for the
construction of peace in the region through its initiatives and
cooperation. In that open debate, the SC will also invite some other
regional organizations including ASEAN, African Union, and
Organization of American States.
Besides organizing the open debate,
Indonesia is also planning other initiative of activities that has
been organized within a work program during its presidency in UNSC
on November, as below:

Consultation; on issues such as
Lebanon, Eritrea/Ethiopia

Debate; on issues such as
Bosnia-Herzegovina, the protection of Civilians, Middle East and
Congo
-
Issues which the time and the form
of discussion are not yet decided; Somalian issue, United
Missions in Darfur (UNAMID), Conflict Prevention report, UNSC
Mission in Timor Leste and Non-proliferation concerning Iran
Nuclear Question.
